الجزائر- وقفة تمعن مع عنوان - أخطبوط الفساد كبّد خزينة الدّولة 70 مليار دولار! الشروق" تنشر تفاصيل النهب بتورط وزراء وإطارات وكارتل مالي

 

قرأت اليوم  خبرا في جريدة الشروق  أن المسؤولين الفاسدين كبدوا خزينة الدولة  ما قيمته  12 ألف مليار دينار، وهو ما يعادل قرابة 70 مليار دولار ، فأمعنت في الرقم المهول فقلت في نفسي وأنا ليس عالم اقتصاد بل مواطنا بسيطا ولكن يفهم في الحساب ، إذا هذا الرقم الذي سرق هو فائض عن احتياج الدولة لأنها كانت قائمة بدونه ونهب من الخزينة العمومية من طرف هؤلاء المسؤولين الفاسدين الذين تتم محاكمتهم اليوم ،وطبعا  ويحق لنا التصرف في هذا المبلغ المنهوب.

- أولا أبدأ بذكر بعض الانجازات  الكبرى في العالم والتعاريف  والتكلفة:

v    مستشفى “بيلكنت” تركيا: الذي يعد أكبر مستشفى في أوروبا والثالث عالميا من حيث الحجم والإمكانيات. مساحته 1312349 متر مربع، 735 عيادة،128 غرفة عمليات، 22 وحدة تصوير أوعية، 107 وحدة تنظير، 38 وحدة غسيل كلى، 128 وحدة علاج كيماوي، 120 وحدة تشخيص، 628 وحدة تشخيص مبدئي، 12 وحدة فرز المرضى، 224 سرير طوارئ، 12 غرفة عزل طوارئ، 24 غرفة صدمة نفسية، 32 وحدة تداوي عام، ومن المقرر أن يضم المستشفى 3804 سرير، و131 غرفة عمليات، كما سيحتوي على أكبر معمل طبي في تركيا، علاوة على ساحتين لهبوط وإقلاع المروحيات تكلفة المستشفى 1 مليار دولار.

v    مستشفى سليمان الحبيب في السعودية : 22 طابقًا ، مساحته الإجمالية  290000  متر مربع ، يضم  500 سرير و 310 عيادة تغطي أكثر من 60 تخصصا طبياً  .كما يضم 71 سريراً للعناية الحرجة للأطفال والكبار وحديثي الولادة والعناية القلبية ، 10 تخصصات طبية دقيقة بطب الأطفال ، 66 سريراً للأطفال الخدج وحديثي الولادة ، 62 سريراً للطوارئ ، 4 غرف للعزل ، علاوة على 17 غرفة للولادة الطبيعية وغرفتان للولادة القيصرية ، 45 حاضنة ذكية للأطفال، 4 غرف للقسطرة القلبية ، 20 غرفة للغسيل الكلوي تطبق أعلى معايير السلامة والكفاءة ، إضافة إلى 12 غرفة عمليات رقمية تُعد الأحدث بالمنطقة. كلف إنشاءه 1,8 مليار ريال اي   493 مليون دولار أي 0.5 مليار دولار.

v    برج خليفة دبي في دولة الإمارات العربية المتحدة : يبلغ طول البرج 828 مترًا، بمساحة إجمالية تبلغ 4,000,000 متر مربع، ويضم 180 طابقًا، ويضم كذلك فندقًا يتكون من 403 من الأجنحة الفندقية، وفيه 57 مصعدًا كهربائيًا، أما أسرعهم فتصل سرعته إلى ما يقارب 10م/ثانية، وللوصول إلى 500م تحتاج إلى 55 ثانية. تكلفة بناءه الاجمالية 1.5 مليار دولار.

 

v    المسجد الأعظم الجزائر : يضم 12 بناية منفصلة في موقع يمتد على 20 هكتاراً بمساحة تزيد على 400 ألف م²، وهو مضاد للزلازل وملحقة به مواقف تستوعب 4 آلاف سيارة ومساحة قاعة الصلاة فيه تزيد على هكتارين 22 ألف م²، تتسع لأكثر من 36.000 مصلي ومن الممكن مع استعمال المساحات الخارجية أن يتسع لحوالي 120.000 مصل، ومن معالمه المميزة وجود المئذنة ستكون أيضاً منارة للسفن ارتفاعها يصل لـ265 م وقبة قطرها 50 وبارتفاع 70 متراً، وسيضم أيضا مدرسة لتعليم القرآن ومكتبة ومتحف للفن والتاريخ الإسلامي، وهو مركز أبحاث حول تاريخ الجزائر، وقاعة للمؤتمرات وحدائق بها أشجار فاكهة، ويمكن للمصلين الوصول للمسجد بعدة طرق، سواء بالسيارات أو الترام أو حتى بالقوارب لقربه من البحر الأبيض المتوسط ووادي الحراش، وسيتصل بمرسى على ساحل البحر من خلال ممرين. تكلفة بناءه 1.6مليار دولار.

  

v    مسجد  جامليكا أو تشاملجا Çamlıca  في تركيا : مساحتة 11 ألف متر مربع يتسع جامع جامليكا، لـ 63 ألف مصلي في نفس الوقت وفيه 6 مآذن من المسجد ومتحف لأعمال تركية إسلامية، كما يضم المجمع ورش عمل فنية ومكتبات وقاعات مؤتمرات، وموقف سيارات متعدد الطوابق بسعة 3500 سيارة تكلفته 1 مليون دولار =   0.1 مليار دولار .

 

v    مطار شانغي -سنغافورة :يُعدّ مطار شانغي أحد أهم المطارات الموجودة في آسيا والأهم في سنغافورة، ومن أكثر المطارات ازدحاماً في العالم، اذ صُنِّف في المرتبة التاسعة عشر لأكثر المطارات ازدحاماً عام 2006. وتعتبر مساحة المطار 13 كيلومتراً مربعاً، وحصل على 280 جائزة منذ افتتاحه عام 1987 حتى عام 2007، وينطلق من المطار اسبوعياً أكثر من 6400 رحلة طيران إلى نحو ما يزيد عن 60 بلد حول العالم. وشهد المطار خلال العام 2013 ما يزيد عن 343 ألف رحلة سياحية، كما يعتبر مصدراً أساسياً للشحن اذ شُحِن قرابة 1850000 طن من المواد من مطار شانغي عام 2013 فقط .يمتد أيضا إلى ما هو أبعد من ذلك حيث يحتوى على مساحات خضراء وأشجار وشلالات مياه، فمن بين أفضل الحدائق التي يفضلها المسافرين حديقة الفراشات، التي تعد الأولى من نوعها بين مطارات العالم خاصة إذا علمت أنها تضم أكثر من 47 نوعا، وأكثر من 1000 فراشة متجولة في أرجاء. التكلفة 7 مليار دولار.

 

 

v    طائرة مروحية ( هيليكوبتر) أغستا وستلاند أيه دبليو 139 للإسعاف: مروحية بحث وانقاذ وإسعاف صناعة بريطانية يطالية لنقل الحالات الحرجة والاستعجالية مابين المدن والولايات. سعر المروحية 12 مليون دولار أي 0.012 مليار دولار.

 

           

        

v    جهاز فحص MRI : يُعدّ التصوير بالرنين المغناطيسيّ (بالإنجليزية: Magnetic resonance imaging)، واختصاراً MRI، واحداً من الاختبارات التصويريّة الشائعة، والتي تُستخدم بهدف تشخيص الإصابة ببعض الأمراض والمشاكل الصحيّة، وذلك من خلال استخدام موجات الراديو، ومجال مغناطيسيّ قويّ، للحصول على صور مقطعيّة مفصّلة للأعضاء الداخليّة في الجسم، ويتميّز هذا النوع الاختبارات التصويريّة بعدم تسبّبه بالألم، وعدم استخدامه لأنواع الأشعة التي قد تشكّل خطراً على صحة الإنسان.أحسن نوعية التكلفة الواحد  300000 دولار أي  0.0003 مليار دولار.

v    سيارة إسعاف من نوع مرسيدس مجهزة : بالاسعافات الأولية لنقل المرضى والمصابين ، تكلفة أحسن نوعية ومواصفات بسعر 50000  دولار أي 0.0005 مليار دولار.

    

v    عمرة  من الجزائر : تكلفتها بالدولار للشخص الواحد وبخدمات ممتازة تقدر  1500 دولار.

 

ماذا تستطيع الجزائر أن تنجز  ب 70 مليار دولار : -      

·        إنجاز 10 مستشفيات مثل مستشفى “بيلكنت” التركي في عشرة ولايات جزائرية = 10 مليار دولار.

·        إنجاز 48 مستشفى مثل مستشفى سليمان الحبيب في 48 ولاية = 24 مليار دولار.

·        إنجاز  06 ابراج مثل برج خليفة في أكبر 06 مدن جزائرية، يستطيع أي جزائري زيارة البرج والتمتع  بالبناء الجميل  =9 مليار دولار .

·        إنجاز عدد 2 مسجد مثل المسجد الأعظم في كبرى ولايات  جزائرية =3.2 مليار دولار.

·        إنجاز 48 مسجد مثل مسجد  جامليكا أو تشاملجا (Çamlıca) التركي بمعدل مسجد في كل ولاية جزائرية ( عدد ولايات الجزائر 48 ولاية )= 4.8 مليار دولار 

·        انجاز مطار عالمي مثل مطار شانغي في سنغافورة أجمل مطار في العالم =7 مليار دولار

·     شراء 553 طائرة مروحية(هيليكوبتر) إسعافات أغستا وستلاند أيه دبليو 139 لنقل الحالات الحرجة بمعدل طائرة مروحية إسعاف لكل دائرة في الجزائر(عدد دوائر  الجزائر 553 دائرة)= 7 مليار دولار

·     شراء  جهاز فحص MRI أحسن نوعية  لكل بلدية في الجزائر (عدد بلديات الجزائر 1541 بلدية) = 0.5 مليار  دولار

·       شراء عدد  7705  سيارة اسعاف مرسيدس لنقل الحالات الحرجة بمعدل 05 سيارات اسعاف لكل بلدية من بلديات الجزائر (عدد بلديات الجزائر 1541 بلدية)= 0.5 مليار دولار

·       عمرة مجانية لكل متقاعدي الجزائر البالغ عددهم 3.2 مليون  = 4 مليار دولار

LITTLE INDIA or BRICKFIELDS -Kuala Lumpur-Malaysia

Little India or Brickfields is a vastly different world from nearby Pansagar. Brickfields is Malaysia's official Little India and used to be a simple residential neighborhood outside of Kuala Lumpur, but has recently been transformed into a wide street with Indian stores and restaurants run by the country's Indian community.

History of Brickfields or India's Miniatures District

 Original Little India was located along with Jalan Tunku Abdul Rahman in central Kuala Lumpur. Its main street was known as Jalan Mosque of India, and it used to house a bazaar full of memories of the Middle East. Then, in 2009, Malaysian Prime Minister Datuk Seri Najib Tun Razak announced that the country's official little India would be relocated to Brickfields - one of the oldest Indian settlements in the country. The RM35 million project was implemented because this generously proportioned bridge - from Jalan Travers to Jalan Ton Sampanchan - could house cultural shops richer than Kuala Lumpur's busy city center. 

New Little India

Brickfields was launched in the new little India in Malaysia by Indian Prime Minister Manmohan Singh and Prime Minister Malaysia.
